The Wusheng County Food Company (武胜食品公司) operated under the provincial commercial bureau, and these local coupons were non-transferable outside the issuing county — a deliberate administrative containment that made inter-county movement of rationed goods a punishable infraction.

County-printed coupons from this period were typically produced on whatever stock was available locally, which accounts for the significant variation in paper weight and print quality seen across the Sichuan series. Wusheng examples tend to show uneven ink saturation from low-pressure letterpress equipment.
