Issued to mark the 30th anniversary of Ukraine's State Border Guard Service, re-established as an independent institution after the Soviet collapse in 1991. The service inherited a border infrastructure built around internal Soviet administrative lines rather than defensible international frontiers — a structural problem that became acutely visible following Russia's annexation of Crimea in 2014 and the outbreak of hostilities in the Donbas, both of which fundamentally redrew what the Border Guard was actually expected to defend.
