Ukraine's constitution was adopted on 28 June 1996, making it one of the last post-Soviet states to ratify a permanent basic law — the process delayed by prolonged deadlock between President Kuchma and a parliament still dominated by former Communist bloc factions. The drafting committee worked through the night of the 27th to reach the final compromise text.
The selective gilding on this issue follows a technique the NBU has applied consistently across its commemorative program since the early 2000s, using localized gold plating to highlight specific design elements against the .925 field.
