Wiener Neustadt's municipal notgeld program ran well into 1920, long after many Austrian towns had wound theirs down. By that point the city — badly damaged and partially occupied at the war's end — was issuing these small-denomination pieces not as curiosities for collectors but out of genuine necessity, with commercial coin circulation still badly disrupted. Anton Openbrick served as Bürgermeister through a particularly difficult administrative period, and his signature here reflects a local government still scrambling to keep everyday transactions functional.
The JPR1230b designation indicates a second variant within the type, likely a signature or print-run difference from the 1230a issue.
