Reverse description The reverse carries a dense block of German blackletter text within a dotted rectangular border, presenting the official legal declaration of the Notgeld issue. The heading 'Notgeld' appears in large display script, followed by the issuing authority line and a detailed explanatory and legal text stating the total issue value of fifteen thousand Kronen, the non-interest-bearing character of the notes, their acceptance in payment until 31 December 1920, and the penalty for counterfeiting. The designer credit 'Entworfen: Robert Leitner.' appears at the top outside the border, and the printer's imprint 'Druckerei Waidhofen a. d. Ybbs, Ges. m. b. H.' is placed at the foot.

Zur Linderung der Kleingeldnot gibt die Stadtgemeinde Waidhofen a. d. Ybbs für Fünfzehntausend Kronen Notgeld-Scheine aus.
Diese Scheine lauten auf 10 Heller, sind unverzinslich, werden von der Stadtgemeinde Waidhofen a. d. Ybbs bis 31. Dezember 1920 in Zahlung genommen und in der Zeit vom 1. bis 31. Dezember 1920 in gesetzlichem Bargelde eingelöst.
Die Nachahmung dieses Notgeld-Scheines wird gesetzlich bestraft.

Austrian municipal Notgeld of this period exists in enormous quantity, but Waidhofen an der Ybbs produced its issues with unusual local pride — this 10 Heller piece was designed by Robert Leitner and printed entirely within the town itself by the Druckerei Waidhofen a. d. Ybbs, Ges. m. b. H., an arrangement that was far from universal among the hundreds of Austrian communes scrambling to fill the small-change vacuum left by wartime coin hoarding and postwar monetary chaos.

By 1920 the Heller denomination was already losing relevance as Austrian inflation accelerated. Notes like this one had short useful lives.
