St. Pölten's municipal emergency money was a direct product of the Kleingeldnot — the acute small-change shortage that gripped Austria in the immediate postwar period as the old imperial coinage disappeared from circulation almost overnight. Hundreds of Austrian municipalities printed their own Heller notes in 1919 to keep local commerce moving while the new republican monetary system found its footing.
Gutenberg was a local St. Pölten printer, not a specialist banknote house, which shows in the workmanship of the series.
