Ruppersthal is a small wine-growing village in Lower Austria, and like hundreds of other Austrian municipalities it resorted to issuing its own emergency small change — Notgeld — when the postwar coinage shortage made ordinary commerce genuinely difficult. The Gesellschaft für Graphische Industrie in Vienna printed enormous quantities of these municipal issues in 1920, often working from standardized layouts with locally supplied text and ornamental variations.

The JPR suffix in the Jaksc reference places this firmly within the specialized Austrian Notgeld catalog, which distinguishes Ruppersthal's issues by denomination suffix — the "c" variant suggesting at least three distinct printings or paper types within the 10 Heller denomination alone.
