Austrian Heller Notgeld of this type emerged from the acute small-change shortage that persisted well into 1920 — federal coinage simply wasn't reaching rural market towns fast enough, and communities like Raab were left to fill the gap themselves. Marktgemeinde Raab authorized this 10 Heller note under that emergency, with production handled by Lanz in the nearby town of Eferding rather than any distant commercial printer.
Wohlmacher's signature as authorizing official places accountability squarely at the local level, which was legally required for Notgeld validity under Austrian municipal statutes of the period.
