Pettenbach is a small market commune in Upper Austria, and this 10 Heller emergency note belongs to the vast wave of Austrian Notgeld issued between 1919 and 1921 as small-change shortages made everyday commerce genuinely difficult. L. Haase & Co. was a Vienna-based printer responsible for a significant portion of Austrian municipal Notgeld output during this period, producing notes for dozens of small communities under similar circumstances.

The single authorizing signature is that of Bürgermeister Pavlner. No countersignature, no bank endorsement — just a municipal stamp and one official's name backing a local promise to pay.
