Obverse description The obverse is printed in dark green on a cream ground within a decorative typographic border with corner numerals '10'. The denomination 'Gutschein für Zehn Heller' is rendered in large Fraktur script at centre, above a text block in German stating the note's validity and redemption terms. Below, the place and date of issue 'Neumarkt, im April 1920' appear alongside a facsimile signature of the Bürgermeister and three further facsimile signatures of the executive municipal councillors, with the lower panel inscribed 'Gültig bis 21. Dez. 1920'.

Austrian Notgeld of this type emerged from a genuine small-change crisis. After 1918, hoarding of metal coins was near-universal, and municipalities across Lower Austria were left to print their own fractional currency simply to keep local commerce moving. Neumarkt an der Ybbs was one of hundreds of Marktgemeinden that stepped into that vacuum — the Heller denominations were authorized locally and carried no guarantee from Vienna.

The JPR0663b series suffix indicates a variant within the Neumarkt issue, likely distinguished by color, paper stock, or overprint detail rather than denomination alone.
