This is an Austrian Notgeld issue — emergency small-denomination scrip produced by a municipality to address the acute coin shortage that gripped Austria in the years immediately following the First World War. The national government was unable to supply adequate coinage, so thousands of communes, towns, and local businesses printed their own fractional currency. Neuhofen im Innkreis, a small market town in Upper Austria, was one of countless communities that did exactly this in 1920.

The two signatories — Bürgermeister Ecker and his deputy Zweimüller — would have been legally responsible for redemption of the notes upon demand.
