Austrian Notgeld of this type was a direct consequence of the postwar coin famine — the collapse of the Habsburg monetary system left municipal authorities scrambling to cover fractional denominations that simply weren't circulating. Mondsee, a small market town on the Salzkammergut lake of the same name, issued these Heller notes under powers extended to local governments during 1919–1920 to fill that void.
The Reisenbichler design credit is uncommon enough to be worth noting — most rural Notgeld of this period was contracted to larger regional printers with house designers, so a named local artist suggests this series was produced closer to home than most.
