Mitter-Arnsdorf is a small locality in Lower Austria, and like hundreds of comparable municipalities in 1920, it issued its own emergency small change notes — Notgeld — to compensate for the acute coin shortage that persisted well after the First World War. The Austro-Hungarian monetary system had collapsed, the new Republic was hemorrhaging coinage through hoarding and export, and municipalities were effectively left to solve the problem themselves.
Eduard Sieger operated a printing house in Vienna that handled a substantial volume of these municipal commissions. The 10 Heller denomination was among the most practically necessary, filling the gap left by the near-total disappearance of small coins from everyday commerce.
