Obverse description Printed in dark red on cream paper, the note is framed by a fine rectangular border with decorative corner ornaments. The denomination numeral '10' appears in circular cartouches at upper left and upper right, while a large Fraktur script legend occupies the upper centre. A panoramic townscape vignette of Liebenau with a church steeple and surrounding hills runs across the lower portion of the note; flanking circular medallions at left and right contain local heraldic and architectural motifs with scrolled ribbon banners. Two manuscript signatures of municipal officials appear across the centre field.

Reverse description Printed in blue on cream paper, the reverse is divided into two vertical panels by a dotted rule border. The left panel carries the denomination and issuer legend in bold Fraktur type within a simple ruled cartouche, followed by the abbreviation 'O.-Ö.' The right panel contains the full text of the municipal authorisation decree in Fraktur script, including a phrase in Upper Austrian dialect, the total issue limit, denominations issued, redemption date, place and date of issue, and the printed names of the signatories below their respective titles. A counterfeiting warning appears at the foot, and a small printer's mark is visible at lower left of the left panel.
Reverse lettering 10 Heller Gutschein der Gemeinde Liebenau O.-Ö. Am 25. April 1920, weil's unsa Gmoa amal so will, is dös Notgeld b'schloss'n woan. Wer's nachmacht, g'hört unta d' Narrn. Die Gemeinde gibt Gutscheine bis zu 25.000 K in 10, 20 und 50 Heller-Stücken aus und haftet hiefür mit ihrem ganzen Vermögen. Diese Gutscheine werden mit 1. Mai 1921 in gesetzlichem Bargeld eingelöst. Liebenau, am 25. April 1920. Der 1. Vizebürgermeister: Egger. Der Bürgermeister: Atteneder. Die Nachmachung dieses Scheines wird gesetzlich bestraft.
