Kufstein's municipal notgeld issues of 1919 belong to the first wave of Austrian emergency money printed after the collapse of the Habsburg administration left local governments scrambling to cover a shortage of small change. The Stadtgemeinde — the municipal government itself, not a bank — assumed the authority to issue these notes, a practice tolerated by Vienna out of necessity rather than legal clarity.

The Jaksch/Pick JPR0491e series encompasses multiple denominations from Kufstein, and the 10 Heller represents the lowest practical unit in that run. Many Tyrolean municipal issues from this period were redeemed quickly and destroyed; survivors tend to come from collector hoards assembled during the notgeld mania of the early 1920s rather than from actual circulation.
