Kirchschlag is a small market town in Lower Austria, and like hundreds of similar municipalities, it issued its own emergency small change — Notgeld — during the acute coin shortage that followed Austria's postwar economic collapse. The JPR0448a series places this 10 Heller note within the broader Austrian local Notgeld phenomenon of 1920, when the central government was in no position to supply adequate coinage and communities simply printed their own.
The printed date of 30 April 1945 in the catalog data is almost certainly a cataloging or data entry anomaly — that date falls at the very end of World War II, decades after this note's 1920 issue, and should not be read as a production or validity date for this piece.
