Austrian Notgeld of this type emerged from a practical crisis: the postwar coin shortage was severe enough that municipalities across Upper Austria began printing their own fractional notes in 1920, often contracting local printers with no experience in currency production. Kirchdorf an der Krems, a modest market town on the Krems River, issued this 10 Heller note under that same emergency authorization extended to Marktgemeinden by provincial authorities.
