Hollenstein an der Ybbs is a small market town in Lower Austria, and like hundreds of Austrian municipalities after 1914, it issued its own Notgeld when the wartime coin shortage made small change practically unavailable. These 10 Heller notes were a purely local solution — accepted by Hollenstein's merchants but worthless ten kilometers away. The printer, Druckerei Waidhofen a. d. Ybbs, handled Notgeld for several Ybbs valley communities, which occasionally creates attribution confusion between issues from this run.
Three signatories were required: the Bürgermeister, his deputy, and a senior councillor — a formality meant to give the scrip civic legitimacy it otherwise lacked under Austrian monetary law.
