Hallein's 1919 Heller notes belong to the vast wave of Austrian municipal Notgeld issued after the collapse of the Habsburg monarchy left local economies without adequate small change. The central authorities in Vienna could not supply coins fast enough, so towns — Hallein among them — printed their own emergency fractions. These circulated locally and were theoretically redeemable, though in practice many municipalities redeemed them late, partially, or not at all.
Bürgermeister Neumayr's signature carries the full legal weight of the issue. Hallein, a salt-mining town on the Salzach, was economically stressed in 1919 even by the standards of the period.
