Austrian Notgeld from the immediate postwar period, when the collapse of the Habsburg monetary system left municipal authorities scrambling to fill a coin shortage that the Vienna government couldn't address. Hundreds of Gemeinden across Upper Austria, Styria, and the Tyrol issued their own emergency Heller notes between 1919 and 1922 — Grünau's issue signed by Franz Huemer is one of the smaller rural examples from that wave.
The coin shortage itself was structural: wartime metal requisitions had stripped copper from circulation, and the new Austrian Republic lacked the capacity to remint fast enough.
