Dornbach was an independent commune in Lower Austria until its incorporation into Greater Vienna in 1892 — meaning by 1920, "Gemeinde Dornbach" had not legally existed as a separate municipality for nearly three decades. The issuing authority named on this note is therefore something of a ghost, invoking an administrative identity that had already been absorbed. Whether this reflects local resistance to Viennese centralization or simply loose civic bookkeeping during the postwar Notgeld wave is an open question.

F. Seitenberg operated from Vienna's third district and handled a considerable volume of Austrian Notgeld commissions in 1920 and 1921.
