Ardagger is a small market commune in Lower Austria, and this 10 Heller note is a product of the Notgeld wave that swept Austrian municipalities after the collapse of the Habsburg monetary system left the new republic chronically short of small change. The commune contracted F. Kielar in nearby Amstetten for the printing — a practical choice, and one that kept the work local rather than sending it to Vienna.
Four signatories is unusual for a denomination this minor. It suggests the commune required joint authorization across multiple municipal offices, possibly a safeguard against the kind of local fraud that plagued some Austrian Notgeld schemes in 1919–1920.
