Die Stadtgemeinde Amstetten gibt Gutscheine bis zu einem Gesamtbetrage von 60.000 K aus. (G.-R.-B. 9./12. 1919.) Diese Gutscheine werden bis 31. Dez. 1920 bei der Stadtkasse in gesetzl. Bargelde eingelöst.

Amstetten's 10 Heller notgeld was printed locally by C. Queiser at a moment when the postwar Austrian economy had collapsed badly enough that small municipalities were forced to produce their own fractional scrip. The national treasury simply could not keep low-denomination coins in circulation — metal had been stripped out during the war years and never replaced at scale.

The rough paper composition is typical of provincial Austrian notgeld from this period, when quality materials were still scarce. Queiser was a local printer, not a specialist security firm, which accounts for both the texture and the relatively crude execution common across Amstetten's notgeld issues.
