Handenberg is a small rural commune in Upper Austria, and this 1920 Heller note is a product of the Notgeld wave that swept Austrian municipalities after the collapse of the Habsburg monetary system left small change essentially unavailable. The printer, Stampfl u. Co. of Braunau am Inn, handled notgeld contracts for several parishes and communes in the Innviertel region during this period — Braunau being the natural commercial hub for that corner of Upper Austria.
Three signatories authenticate the note: the Bürgermeister and two Gemeinderäte, which was the legally required minimum for municipal emergency currency in Austria at the time.
