Upper Austria's postwar Heller notes were emergency municipal and state scrip issued to address the catastrophic coin shortage that gripped Austria after 1918 — the old Habsburg coinage had largely vanished from circulation through hoarding and melting as the empire collapsed. This note carries four signatures, which is unusually bureaucratic for small-denomination scrip; Hauser as Landeshauptmann and three deputies all signed off, suggesting the provincial government was anxious to establish formal authority over what was essentially improvised currency.
Franz Langoth, one of the three deputy signatories, would later become a prominent figure in Austrian National Socialism — an uncomfortable detail for a note issued in a democratic transitional moment.
