Emmanuel de Rohan-Pölüe served as Grand Master from 1775 until 1797, overseeing the Order's last decades of meaningful sovereignty in Malta before Napoleon's unopposed seizure of the island in 1798. His administration was notable for legal reform — he promulgated a new civil code in 1784 — and for maintaining the Order's mint at Valletta at a level of output that belied its diminishing military relevance. The copper grani issues of his reign circulated primarily among the local Maltese population rather than among the Knights themselves.
