Haiti's 1971 coinage program was part of a broader series of collector issues authorized under François "Papa Doc" Duvalier — or rather, issued in the final months after his death in April 1971, under the early presidency of his son Jean-Claude. The Fox series belongs to a FAO-affiliated or wildlife-themed commemorative run produced largely for export sale rather than domestic circulation, typical of small-nation silver programs marketed through European and American coin dealers during the early 1970s.
Virtually none reached Haitian pockets.
