The P#265 series coincides with a period of severe institutional instability in Haiti — the early 2000s saw the Banque de la République d'Haïti operating under sustained pressure from suspended international aid following the disputed 2000 legislative elections, which left the government largely cut off from foreign financing. Printing contracts with De La Rue, a reliable long-term supplier to Caribbean and Latin American central banks, continued regardless.

The watermark is the sole mechanical security feature on this denomination — modest protection, but consistent with the relatively low transactional value of the 10 Gourdes note in daily commerce at the time of issue.
