Yakutia in 1923 was barely under Bolshevik control — Red Army forces had only broken the final anti-Soviet resistance in the region that spring, and the local economy was in near-total collapse. The Commissariat issued these gold rouble denominated notes as a stabilization instrument pegged nominally to the chervonets reform then rolling out from Moscow, but in practice they functioned as a local scrip, accepted only within Yakutsk and its immediate trading zone.
Printing was a field operation. The notes were produced locally under severe material constraints, and the workmanship reflects it — ink strike inconsistencies and irregular registration are characteristic of the type, not signs of damage or mishandling.
