The Democratic Republic of the Congo has issued commemorative silver in large quantities since the late 1990s, primarily through licensing arrangements with European minting houses targeting the collector market rather than domestic circulation. These pieces never entered the Congolese economy in any meaningful sense — the country's actual monetary system ran on the Congolese franc, reintroduced in 1998 after the zaïre collapsed under Mobutu.

The FIFA World Cup licensing agreement permitted numerous small sovereign states and territories to produce official commemoratives for the 2006 Germany tournament cycle.
