The 2004 FIFA World Cup had already been awarded to Germany before this coin was struck — the tournament itself ran in 2006. Congo's commemorative program in this period was largely a commercial venture, with issues licensed through coin marketing firms rather than driven by any particular national stake in the competition. The DRC had no qualifying team in 2006.
