The Santa Maria series issues from the Democratic Republic of the Congo belong to a category of commemorative silver struck almost entirely for the collector export market — the DRC had no meaningful domestic coin circulation infrastructure in 2001, still recovering from the devastating 1998–2003 war that drew in six neighboring nations and killed an estimated five million people. The coins were produced under license arrangements with European minting houses, a common mechanism for revenue generation among states with weak fiscal capacity.
