Charlotte became Grand Duchess of Luxembourg in 1919 following the abdication of her sister Marie-Adélaïde, whose perceived collaboration with German occupiers during World War I had made the monarchy deeply unpopular. A national referendum that same year narrowly saved the institution. This 1929 issue falls squarely within the stabilization period of the franc, after Luxembourg had navigated the post-war monetary chaos by entering the Belgium-Luxembourg Economic Union in 1921, pegging its currency to the Belgian franc and ceding independent monetary policy to Brussels.

The .750 fineness reflects that Belgian monetary alignment rather than any purely Luxembourgish decision.
