The "Dolphin" franc series from the DRC emerged from a mint trade common among cash-strapped African states in the 2000s and 2010s: licensing coin designs to European distributors — primarily in Germany and the Netherlands — who then sell them into the collector market with little or no genuine domestic circulation intended. The issuing government receives a licensing fee; the coins never meaningfully enter Congolese commerce.

Silver-plated copper in this weight class is a format aggressively marketed to entry-level collectors as bullion-adjacent, though the silver content is negligible.
