N.A.F.S.E.P. was a French numismatic association that issued a wave of private bimetallic "local currency" tokens during the 1990s, exploiting a gap in French law that permitted privately struck pieces provided they avoided the word "franc" and stayed clear of state monetary authority. The Blère issue — one of dozens tied to specific communes and regions — circulated almost exclusively at numismatic fairs and never entered general commerce in any meaningful way.
