Ireland hosted the 2003 Special Olympics World Summer Games — the first time the Games were held outside the United States since their founding in 1968. Dublin became the host city after a successful bid backed significantly by the Irish government, and the event drew over 7,000 athletes from 150 countries, the largest Special Olympics gathering to that point.
The .925 silver specification ties this issue to the long-running Royal Mint–influenced sterling standard rather than the .999 fine silver increasingly common in European commemoratives of the period.
