Issued as part of Germany's long-running commemorative 10 Euro silver program, this piece marks the Ruhr's transition from active coal and steel production to post-industrial redevelopment — a restructuring that had been grinding forward since the 1960s and accelerated sharply after reunification drained federal subsidies away from the western industrial base. The International Building Exhibition Emscher Park, which ran from 1989 to 1999, had just concluded, converting derelict collieries and gasometers into cultural venues and effectively rebranding the entire region.

Mintmarks from all five German federal mints appear across the series; the specific facility matters to date-and-mint set collectors.
