Obverse description The state coat of arms of the Republic of San Marino occupies the central field, depicting a crowned heart-shaped shield bearing three towers on three peaks, flanked by a laurel branch to the left and an oak branch to the right. A royal crown surmounts the shield, and a scrolled ribbon below bears the national motto LIBERTAS in relief. The circular legend REPUBBLICA DI SAN MARINO runs along the upper periphery, while the engraver's signature A. NAPOLIONE appears in small letters at the base of the design.

Additional information

San Marino's Polizia Civile traces its institutional roots to the corps established in the 19th century, making it one of the few continuously functioning civil police forces in Europe that predates national unification of the surrounding country. The force operates under the Captains Regent rather than a head of state in the conventional sense — a constitutional arrangement unique among modern republics.

KM#648 is among San Marino's 2025 commemorative program, a series the mint has expanded aggressively in recent years to serve collector demand rather than circulation need.
