Spain issued a series of commemorative 10-euro silver pieces tied to the 2008 Zaragoza International Exposition, whose theme — "Water and Sustainable Development" — was chosen partly to draw attention to escalating water scarcity tensions within the Iberian Peninsula itself. The Expo site was built on a former industrial stretch of the Ebro riverbank, and the Water Tower became its architectural centerpiece.

This coin was struck the year before the exposition opened, part of a pre-event release strategy the Royal Mint used consistently across major Spanish commemorative programs of the 2000s.
