Germany launched its commemorative euro silver program in 2002 alongside the currency's cash introduction, issuing a series of €10 pieces that were legal tender but never intended for circulation. The 2002 issues marked the first year the Bundesrepublik produced silver commemoratives denominated in euros rather than Deutsche Marks — a politically significant transition the Bundesbank managed carefully to avoid the appearance of nostalgia for the outgoing currency.

KM#215 specifically commemorates the museuminsel Berlin, the island complex whose reconstruction funding was actively disputed in the Bundestag at the time of striking.
