Finland's Council of State — the cabinet of government ministers — traces its modern form to the 1918 constitution adopted immediately after independence, though the institution itself predates Finnish sovereignty by over a century under Russian imperial administration. The 2009 commemorative marks the council's role in a constitutional system that had just undergone significant revision with the 2000 constitution, which substantially shifted executive power away from the president toward the cabinet.
