Dresden's 800th anniversary commemorative was issued the year after the city completed reconstruction of the Frauenkirche, a project that took over a decade and became one of postwar Europe's most charged acts of civic restoration. The church had been left as a deliberate ruin by East German authorities — a war memorial by policy — until reunification made rebuilding politically possible.
The €10 silver commemorative series launched in 2002 under a specific legislative mandate capping mintage and restricting distribution to face value through Bundesbank channels, which routinely kept circulated examples off the market entirely.
