Monaco's euro coinage required special negotiation — the Principality is not an EU member, but a 2001 monetary agreement with the European Union granted it the right to issue a limited quantity of euro coins annually, proportional to its domestic circulation needs. For this first series, that quota was extraordinarily small, keeping mintages far below those of any eurozone state. Rainier III died in April 2005, cutting the run short and ensuring the 2001–2004 issues form a self-contained type.
