Liberia has no native tiger population and no cultural or historical connection to the Chinese zodiac, yet the Central Bank issued this coin squarely at the international bullion and novelty collector market. These pieces were produced under contract by private minting houses — not for domestic circulation — and Liberia's name appears on the coin purely as a licensing arrangement, a practice the country has used extensively since the 1990s to generate hard currency revenue.
