Somalia's "fantasy coinage" issues of this period were produced entirely for the collector market, with no meaningful connection to Somali monetary policy — the country had no functioning central government by 2000, following the collapse of the Siad Barre regime in 1991. Private minting houses exploited the legal ambiguity surrounding Somalia's issuing authority to place their products on the numismatic market under a nominally sovereign name.
The X# prefix in Krause confirms the non-circulating fantasy status. These pieces were almost certainly struck by a European or Asian contract mint.
