The "black bars" designation refers to a censorship overprint applied to obscure the signature of Ewart Williams, the outgoing Governor, before notes already printed and warehoused could be released under new signatories. This kind of overprint release is uncommon in Caribbean issues and makes the P#57 variety a transitional curiosity rather than a routine replacement.
Rambarran later served as Governor himself before a politically contentious dismissal in 2015.
