Liberia's early 2000s commemorative program was essentially a licensing operation — the Central Bank contracted with private minting houses to produce large-format silver-plated pieces themed around foreign nations, institutions, and events that had no monetary connection to Liberia whatsoever. The Vatican issue is a product of that arrangement, not of any relationship between Monrovia and the Holy See.
These were sold directly to collectors and never circulated. Liberia was in the grip of Charles Taylor's regime in 2002, with a civil war resuming that year.
