| Obverse description | The national coat of arms of Liberia occupies the central field, depicting a sailing ship at sea, a palm tree, and a rising sun, all enclosed within a shield surmounted by a scroll bearing the national motto. The date 2004 is divided to either side of the arms, with the outer legend REPUBLIC OF LIBERIA arching above and the denomination 10 DOLLARS inscribed below in the exergue. A secondary legend on the scroll reads THE LOVE OF LIBERTY BROUGHT US HERE. The design is executed in a prooflike finish with a milled border. |

Liberia's habit of issuing commemorative dollars for events entirely unrelated to Liberian history was commercially driven — these pieces were produced for the collector market, not circulation, and the series this coin belongs to was distributed primarily through European and American coin dealers in the early 2000s. The 1989 crackdown it commemorates killed an unknown number of people; Chinese government figures have never been released, and estimates from declassified British diplomatic cables run as high as 10,000.
