Somalia's coinage authority in the late 1990s operated largely as a licensing arrangement, with foreign minting houses — primarily in Europe — producing themed collector issues that had no practical circulation within the country. This series, along with dozens of others issued under the Somali name during the same period, was produced essentially as a bullion novelty for the international collector market rather than as sovereign currency in any functional sense.
The X# prefix in the Krause catalog places it squarely among "unofficial" issues — legal tender in name only.
