Nauru's 2008 commemorative program was one of several novelty issues the island nation produced during a period when licensing coin designs to foreign mints had become a meaningful source of government revenue — the country's phosphate deposits were largely exhausted by then, and the economy had collapsed badly enough that Nauru briefly lost its international dialing code in 2002 for failure to pay telephone authority fees. The snowman motif has no cultural connection to the equatorial Pacific; this is straightforwardly a collector piece aimed at Northern Hemisphere Christmas markets.
